Minutes of November 13, 2003

County of Chambers  §

WHEREAS, on the 13TH day of November 13, 2003, a special meeting of the Board of Navigation and Canal Commissioners of the Chambers-Liberty Counties Navigation District was duly convened at the District's office at 207 Miller Street, Anahuac, Texas, and held in all respects in accordance with law, and to the extent required by law due and proper notice of such meeting was given; that a legal quorum was present throughout the meeting, and a legally sufficient number of members of said District voted in the proper manner; that all other requirements and proceedings under the law incident to the proper adoption or passage of the following order, including publication, as required, has been duly fulfilled, carried out, and otherwise observed; and the following members were present, to wit:

The Board received presentations from representatives from Edward Jones Investments and Investment Professional, Inc. Action was tabled to next regular meeting.

The Board received presentations from representatives from Bayer Corporation and Hostetler Engineering Company. Action was tabled to next regular meeting.
     
There being no further business or public comments, motion was made by Combs, seconded by Kirkham and unanimously passed to adjourn. Passed

Motion was made by Combs, seconded by Archer and unanimously passed to approve the regular meeting minutes on September 16, 2003, the workshop minutes on October 1, 2003, and the minutes of special meeting on October 1, 2003. Passed
03-10-10       Financial reports
Motion was made by Haltom, seconded by Kirkham and unanimously passed to approve the financial reports. Passed
03-10-11       Transfer SJRA $ 25000.00 C/D
This matter was tabled.
03-10-12       Transfer credit of SJRA $ 124245.36 from Irrigation Fund to Assessment Fund
This matter was tabled.
03-10-13       Economic Development
General Manager Willcox presented the board with a written report with regard to the Economic Development meeting in Chambers County.
03-10-14       Liberty County development projects
A report was given by Mr. Archer with regard to project development in Liberty County.
03-10-15       Amended 2003 Irrigation Budget
Motion was made by Archer, seconded by Haltom and unanimously passed to approve the amended budget.

03-10-16       Emergency repairs-Intake Gates
Motion was made by Archers, seconded by Haltom and unanimously passed authorizing the General Manager to obtain an engineer within the next couple of weeks and have him draw up plans and specifications. Passed
03-10-17       03-10-17 Financial advisor
This matter will be brought up at a later date.
03-10-18       due water rent-Aubrey Jones, Jr.
This matter was tabled.
03-10-19       Past due water rent-Dalton & Velma Edmonds
This matter was tabled.
03-10-20       Adjudication No.08-4279
Motion was made by Archer, seconded by Combs and unanimously passed to amend the Certificate of Adjudication No.08-4279 converting 10,000 ac. Ft. from Irrigation purposes to Municipal purposes. Passed
03-10-21       Assessment roll
Motion was made by Kirkham, seconded by Haltom and unanimously passed to approve the 2003 Assessment Roll. Passed
03-10-22       Security Seminar-Cedar Bayou
General Manager Willcox gave a report with regard to the security seminar for the Cedar Bayou Channel.

The Board went into executive session at 4:15 pm to discuss security and economic development. The regular session was reconvened at 6:21 p.m.

There being no further business, or public comments, motion was made by Combs, seconded by Haltom and unanimously passed to adjourn. Passed
