A Regular Meeting of the Navigation and Canal Commissioners of the Chambers-Liberty Counties Navigation District will be held in the office of the District located at 207 Miller Street, in Anahuac, Texas, on Tuesday, November 18, 2003 at 3:00 PM, where the following items will be considered and acted upon.

 
I.       Preliminary Matters
A. Determination that notices of meeting have been properly posted.
B. Determination that legal quorum of the Commissioners are present.
II.     Call Meeting to Order
III.   General

A. Read, correct or amend and approve Minutes of Regular Meeting of October 21, 2003 and Special Meeting of November 13, 2003.
B. Receive Financial Reports and Report from Financial Task Force and act on same.
C. Review and act on proposals for District Financial Advisor.
D. Authorize transfer of $25,000 CD for SJRA Partial Payment from Navigation Fund to Irrigation-Water Supply Fund.
E. Authorize credit of $124,245.36 in SJRA Partial Payments from Navigation Fund to Irrigation-Water Supply Fund.
F. Receive, review and act on Regular Meeting Dates for Year 2004.
G. Receive, review and act on Holiday Schedule for Year 2004.

IV.     Economic Development

A. Report from Commissioner Combs concerning Economic Development activities.
B. Report from Commissioner Archer concerning discussions with Devers Canal Rice Producers Association.
C. Report from Commissioner Archer concerning discussion of development projects in Liberty County.
D. Consider and act on use of water consulting firm for economic development.
E. Receive, review and act on report of progress concerning development in West Chambers County.

V.     Irrigation - Water Supply

A. Receive, review and act on Report from Legal Counsel concerning past due water rental from Aubrey Jones, Jr.
B. Receive, review and act on Report from Legal Counsel concerning past due water rental from Dalton and Velma Edmonds.
C. Review and act on proposals for Engineering Services for repair of gates at Main Pump Station.
D. Receive review and act on status of water rentals for Year 2003.
E. Receive, review and act on aviation easements to Texas Dept of Transportation for canals adjacent to Chambers County Airport.
F. Receive review and act on Water Pumping Report for YTD 2003.
VI.    Navigation

A. Report from Special Counsel concerning separation of the Upper Texas Coast Water Borne Education Center, Inc.
VII.     Strategic Planning

A. Discussion concerning the mission objectives of the Chambers-Liberty Counties Navigation District.
B. Discussion concerning the vision statement of the Chambers-Liberty Counties Navigation District.
VIII.       Public Comments

A. Sec. 551.071 Consultation with Attorney- Collection of unpaid Water Rentals for 2001.
B. Sec. 551.072 Deliberation regarding acquisition of Real Property for dredge material placement areas.
